Why would we have a minor league for Minor League Football, that makes no sense

I must say with a championship game in Las Vegas aren't we a lot like the XFL?
psh i think there's more fans of this league, than the xfl ever had
I would like it somewhere were no team has Home Field Advatage, at least for the First year, that is more fair, thats the reson I wanted it at Washington D.C.
It could become Major League Football, then have a minor league.
